The Devine City Council approved the terms of its contract with Titan Fuels to be the fuel provider at the Devine Municipal Airport during a Special meeting held last Thursday, August 13.
City Attorney Tom Cate explained that the contract with Titan contained multiple credit card processing agreements.
“We have no bargaining power,” Cate said, “so if we want to use their system, we’ve got to sign those agreements.”
Cate said the benefit of fuel sales had to be weighed against the risk of possibly having a dispute with the credit card processing company, and recommended that Council approve the contract.
A motion to approve the contract with Titan Fuels passed with the support of the entire Council: District 1 Councilman Rufino Vega, District 2 Councilman Steve Lopez, District 3 Councilman David Espinosa, District 4 Councilman Chuck Guzman, and District 5 Councilwoman Debra Randall.
Council initially selected Titan Fuels to provide 100 low lead aviation fuel at the City’s new airport fuel farm during a meeting on April 23.
Other business
The first 1:25:21 of the City’s audio recording of the meeting consists of nothing but white noise and electronic feedback. Voices become audible at 1:25:22, though continued interference sometimes makes words indiscernible. Only discussion regarding agenda items 8 (aviation fuel), 9 (informational items), and 10 (adjournment) is audible on the recording.

Council voted to allow City advisory boards, such as the Airport Board and Library Board, to resume meeting. City Hall, the police department, and the Driscoll Public Library will remain closed to the public at least until the Regular Council meeting in September.

Council discussed these items together and took action on Item 6.
Item 6, Discuss and consider adopting a Resolution disapproving the budget for 2021 for the Medina County Appraisal District
Council voted to adopt this Resolution, which can be read in full in the Public Notices section of this edition of The Devine News.
The next Council meeting was scheduled for press night on Tuesday, Aug. 18.
