Public hearing in December on Hwy 132 TIRZ project

Medina County commissioners took preliminary steps on Nov. 18 to call a public hearing on the creation of a tax increment reinvestment zone (TIRZ) to facilitate development of “Project Cinco,” a $500 million data center to be located between Natalia and Lytle.
“If everything goes right it will be held during the last commissioners’ court meeting in December,” County Judge Keith Lutz said. “We will need to have a proposed agreement.”
The last scheduled commissioners’ court meeting for 2024 is Dec. 30.
A representative for county development boosters, Go Medina, informed the Natalia city council in April about “Project Cinco,” a 440-acre digital data center proposed to be built on Hwy 132 between Natalia and Lytle. “Project Cinco” is a preliminary code name intended to protect the identity of the developers.
Lutz said the project is in the hands of private developer who plans to build the center to the specifications of a prospective tenant.
“Right now we don’t know who the tenant will be,” Lutz said.
According to the office of the Texas Comptroller, a county creates a TIRZ if records all taxable value of property within the zone. That establishes a base year with the appraised value of property with the zone recorded as the base value.
As development of redevelopment occurs, the appraised value of the property in the zone should increase. The difference between the increased value of the property in the zone and the base value is capture appraised value. Taxes levied and collected on the base value remains with the participating taxing units.
The portion of the taxes collected on the captured appraised value, or tax increment, is deposited in a tax increment fund (TIF). Revenues in the TIF can only be used for improvement projects in the TIRZ.
“It just defines the area,” Lutz said. “If we give any partial tax abatement it identifies an area of economic development where we are able to do that.”
In other action, the commissioners voted to accept a maintenance bond for street and drainage improvement issued by the Hunters Ranch subdivision, unit 12, in precinct 2.

11/19/2024 – Officers responded to a business located at the 21000 block of FM 471 S. for a of a person report panhandling on property, officers arrived and issued the person a Criminal Trespass Warning.
11/19/2024 – Officers responded to the 21000 block of FM 471 S. for a major vehicle accident report. Upon review of nearby surveillance cameras officers saw that two vehicles arrived at a stop sign with three second difference, both vehicles left the stop position at the same time, causing the vehicles to collide in the middle of the intersection.
11/20/2024 – Officers were dispatched to the Intersection of FM 471 and IH 35 Frontage road for a traffic hazard, Officers arrived and saw a stranded tractor and trailer blocking the intersection. Officers called for a tow truck and the tractor and trailer were moved to allow traffic flow.
11/20/2024 – Officers responded to a business located at the 21000 block of FM 471 S. for a report of a person sleeping on the ground between two parked semi vehicles, officers arrived and issued the person a Criminal Trespass Warning and asked him to leave the property.
11/21/2024 – Officers were dispatched to the 600 of 7th street for a report of an intoxicated person. Officers arrived and saw the intoxicated person causing a disturbance. The intoxicated person launched and assaulted a person nearby. The intoxicated person was arrested and taken to jail.
11/22/2024 – Officers were dispatched to the 2200 block of TX-132 for a report of a possible vehicle theft in progress. Officers arrived and found a person working on his vehicle with no indication that any crimes were being committed.
11/23/2024 – Officer responded to a call for a down wire near the intersection Kearney and 5th street. Upon the officers arrival it was determined that this was a possible cable television wire with no active current running through it and not presenting any danger to the public. The wire was rolled up and moved off the street.

With the Thanksgiving holiday upon us, there was still time for a little hoop action prior to the break as the Warhorses continue to improve with each passing practice and ballgame.
vs Canyon Lake (Nov21)
Payback is a sun-of-a-gun. Devine did not have to wait long to avenge a setback to the Hawks as the Horses swamped Canyon Lake 68-58 just two days after losing by 7 to the same team.
Free throw shooting, carelessness with the ball, and points allowed off turnovers did not doom Devine this time around as each were drastically different.
The Horses converted 11 of 14 from the charity stripe and committed a season-low 15 turnovers. Devine also shot 24 of 51 from two-point territory to help offset their less than stellar 3 of 18 output from downtown.
Christian Beaver, Tanner Davis, and Mason Beaver paced Devine with 19, 18, and 17 points, respectively while Christian (14) and Davis (11) also hauled in double-digit boards. Ray’sean Beaver delivered 6 assists.
The Horses got out of the gate quickly, outscoring Canyon Lake 17-12 in the opening frame. The Hawks came around a bit in the second quarter to pull it even at 32 going into halftime.

Superlative recognition for Chase Guevara, Angel De La Rosa

Twenty-two spots were awarded to Lytle football players from District 14-3A coaches, including two Superlative spots by junior Chase Guevara and another by freshman Angel De La Rosa.
Guevara was tabbed both Wide Receiver of the Year and Defensive Back of the Year while De La Rosa earned Utility Newcomer of the Year.
“These two dudes made powerful and positive impacts throughout our football program,” stated Head Coach Mike Trevino.
Nineteen spots on the first or second teams as well as honorable mention also included Pirates.

Games are mounting up for Devine quicker than practices, but once tournament season is over, the team will be able to settle into a normal routine prior to district action beginning December 13 in Uvalde.
vs Crystal City
Devine picked up Coach Hannah Thompson’s first career home victory at The Honorary Sessions’ Court at Devine Student Activity Center November 19 as the Arabians shot down Crystal City 54-35.
A torrid start for Devine on their home court as they shot 68% in the first quarter to race out to a 22-9 lead after the first 8 minutes. The Arabians continued to pile it on in the second quarter as they led 35-16 at the break which helped propel them to their 19-point crushing of the Spinach-Capital-of-the-World-representing Lady Javelinas
Three Arabians scored in double figures, led by Airyanna Rodriguez’s 18 points. Kenadi Marek and Natalie Valle each chipped in a dozen while Oakley Malone paved the way with 7 rebounds and 4 assists.

Ready for an adventure? Meet Jesse

Jesse is a charismatic, energetic teen who is looking forward to his next adventure. 
Jesse likes spending time assembling and fixing electronics. He is very tech savvy and handy in fixing things. 
Always ready to provide a helping hand, Jesse likes to be involved in various activities, such as helping out around the home by cutting the grass and reading the Bible.
Jesse makes friends easily. He is a hardworking student, making A’s and B’s at school. He is thinking about joining the school football team and looks forward to getting a job.  
Jesse wants to go to college, since he wants to be a shoe designer or pursue a career in law enforcement. 
Jesse likes eating all kinds of food, with Mexican food being his particular favorite. 
Jesse’s forever family will be one that is active and is up for adventures. Jesse looks forward to having a mom and dad and is open to older siblings he can look up to.  He looks forward to being able to continue learning important life skills, and especially having a family who will be able to support him navigate his future goals.

Lady Pirates fly by Eagles

The Lady Pirates continue embracing new roles on the court and new team challenges as they hit the Thanksgiving break. Even though the Falls City Beavers chewed their way past Lytle earlier in the week, the Lady Pirates landed a victory in Leakey last Friday evening.

Lytle’s tenacious defense held Leakey for a scoreless stretch that began with a minute left in the first quarter and extended all the way into the second half in their 35-26 road victory.
The Lady Pirates actually trailed 9-8 after the first eight minutes before scoring the next 15 points of the game to take a commanding 24-8 lead.
vs Falls City
Lytle could not quite slide past the Beavers in Falls City last Tuesday as the Lady Pirates dropped a close one, 32-26.

Would your church or business like to host a Heart Gallery in Devine?

The Thru Project in San Antonio has put together a “Heart Gallery” of 30 South Texas kiddos waiting for adoption. In this project, professional photographers volunteer their time to capture more than just a photo, but each individual child’s unique personality on camera.
Posters with photos and information about each child are set out on easels in the traveling “heart galleries”.
The Thru Project would love to bring their heart gallery to Devine, and we are seeking businesses and churches willing to host 4-5 of the children’s photos for 2 weeks this DECEMBER. The photos are 18×24 pictures on easels.
Together, we should be able to accommodate all and help with this important mission.
Just a little space needed, and it’s a great way to help find children the forever homes they deserve.
