Devine PD handles over a thousand calls in two-month span

The following reports were included in Council members’ packets at the Devine City Council meeting on June 20.
Water
In May, 11,983,000 gallons of water was pumped from the Edwards Aquifer and 6,575,000 gallons were pumped from the Carrizo Aquifer for a total of 18,558,000 gallons.
To date in 2017, the City has pumped 50,001,000 gallons from the Edwards Aquifer, or 153.44 of the allotted 911.730 acre feet.
In May 2016, the City pumped 9,196,000 gallons from the Edwards and 7,029,000 from the Carrizo for monthly total of 16,225,000.
Police Department
April
Dispatch handled 523 calls in April. Devine officers assisted other agencies 36 times, including 11 calls for a total of three hours and 44 minutes outside of City limits, and were assisted by other agencies 11 times. The nine unsalaried police officers worked a total of 81.17 overtime hours.
Fifty-six arrests were made, including 12 for curfew violation, 11 on warrant service, nine for theft, seven for making alcohol available to a minor, five of possession of drugs, four for possession of an alcoholic beverage in a motor vehicle, two each for drunkenness and failure to identify, and one each for a false drug test/falsification device, criminal trespass, driving while license invalid, tampering/fabricating physical evidence, and fraud.
A total of 106 tickets were written for 93 traffic violations and 16 non-traffic violations.
Traffic tickets included 15 for speeding; 14 expired motor vehicle registration; 12 driving while license invalid; 10 unauthorized sun screen device; seven failure to maintain financial responsibility; four each for no valid driver’s license and open possession of an alcoholic beverage in a motor vehicle; three each for disregarding a stop sign and failure to display driver’s license; two each for speeding in a school zone, failure to change address on driver’s license, failure to drive in a single lane, and no license plate light; and one each for disregarding a red light, expired driver’s license, violation of driver’s license restrictions, no seatbelt – passenger, child under eight not taller than 4’9″ unsecured, failure to display motor vehicle registration, defective headlights, defective stop lights, defective tail lamps, changing lanes when unsafe, and obstruction of driver’s view.
Tickets written for non-traffic violations included seven for theft less than $100; five for possession of drug paraphernalia, two for public intoxication, and one each for failure to identify and consumption of alcohol by a minor.
May
Dispatch handled 566 calls in May. Devine officers assisted other agencies 33 times, including 12 calls for a total of 10 hours and 30 minutes outside of City limits, and were assisted by other agencies 11 times. The nine unsalaried officers worked a total of 46.74 overtime hours.
Fifty-six arrests were made, including 12 on warrant service; 11 for possession of drug paraphernalia; nine for driving while license invalid; seven for possession of drugs; five for theft; three for possession of an alcoholic beverage in a motor vehicle; and one each for drunkenness, unauthorized use, reckless driving, failure to identify, evading arrest, unlawful carrying of a weapon, discharge of a firearm, violation of City Ordinance – discharge firearm, and assault – family violence.
A total of 93 tickets were written for 73 traffic and 20 non-traffic violations.
Traffic tickets included 24 for speeding; nine each for expired motor vehicle registration and driving while license invalid; seven for failure to maintain financial responsibility; five for no valid driver’s license; four for expired driver’s license; three for possession of an open container of alcohol beverage in a motor vehicle; two each for failure to change address on driver’s license and unrestrained child over five but younger than 17; and one each for unauthorized sun screen device, driving without headlights when required, failure to drive in a single lane, traveling in the passing lane, failure to signal turn, disregarding a stop sign, and an unsafe start from a stopped position.
Tickets written for non-traffic violations included 11 for possession of drug paraphernalia, four for theft less than $100, two for violation of City Ordinance – running at large; and one each for public intoxication, violation of City Ordinance – discharging a weapon in the City, and violation of City Ordinance – keeping livestock/domestic fowl.
Municipal Court
Five hundred and fifty traffic cases were on the docket in May. Twenty-four were disposed prior to court appearance or trial, there were 22 compliance dismissals, and nine other cases were disposed for a total of 55.
A total of 1,082 traffic cases remained pending, including four hundred and forty-nine active and 633 inactive cases.
Five hundred and fifty-one non-traffic cases were on the docket in May. Twenty-four were disposed prior to court appearance or trial, there were five compliance dismissals, and five other cases were disposed for a total of 34.
A total of 925 non-traffic cases remained pending, including 472 active and 453 inactive cases.
Two civil cases were on the docket, including one that was newly filed. Both cases remained pending at the end of the month.
Two transportation code cases were filed in juvenile court.
Sixteen arrest warrants were issued, including nine for Class C misdemeanors, four for Class A and B misdemeanors, and three for felonies. Five capiases pro fine were issued.
A total of $9,431.64 in fines and court costs were collected, of which $3,256.65 was remitted to the State. The remaining $6,174.99 was kept by the City.
Public Works
The Public Works department completed one of the 181 work orders issued in May.
The water department led the way with 99 work orders issued, followed by 23 in the street department, 10 at the George S. Woods Community Center, six each in the sewer department, police department, and at City Hall, two for the restrooms in the park, and one at the Driscoll Public Library. There were also 23 line spots and five after hours.
Animal Control
Animal Control responded to 96 calls in April. Thirty animals were adopted, eight were returned to their owners, and seven opossums were caught in traps. Four dogs and seven cats were euthanized.
In May, Animal Control responded to 99 calls. Four animals were adopted, five were returned to their owners, three animal bites were reported, one ticket was issued, one $25 fine was paid, two opossums were caught in traps, one opossum was inside a house, one baby opossum was found in a bucket, and one donkey was in the roadway. Sixteen dogs and nine cats were euthanized.
Driscoll Public Library
A total of 1,438 library materials were checked out in May. Sixteen new library accounts were opened and 36 new library cards were issued. Public access computers were used 490 times, and 233 people attended programs and classes.
The door count for the month was 1,941.
